Discrepancies in UPSC Homeopathy Exam conducted at lucknow, delhi and kolkata

exam40Regarding Discrepancies of UPSC Homoeopathy MO EXAM conducted as a computer based online test at various centres in Bhopal, Nagpur, Lucknow, Delhi, Kolkata and Chennai:

Lucknow’s exam centre  was at Cosmo foundation, Ashoka marg, near shakti bhavan:

  1. There was no seat allotment. Candidates were free to sit on any computer they liked.
  2. Examination did not start at right time. Rather, it started after half an hour, one hour, two hours or three hours for various candidates.
  3. Shortage of computers. Hence, one candidate appeared the online test and after (s)he completed, another candidate logged on the same computer.
  4. Some candidates had to appear twice, because while submitting the completed answers on first chance, computer screen went blank.
  5. There was no observer to look after the smooth conduction of examination.
  6. Some candidates were even outside the centre and came at 12/12.30 PM to appear for the exam. (Exam. scheduled time 9.30 to 11.30 AM).
  7. No checking for mobiles or accessory materials. Candidates kept everything with them.

At Kolkata’s two centres, the following events are conspicuously noted:

  1. Seats were allotted after verifying the ID cards of candidates and their fingerprints. However, on entering the lab, they were told to sit wherever they wanted. It was a free for all – a group of friends could sit side by side on respective computers and answer the questions with their ‘combined’ knowledge.
  2. In the midst of examinations some candidates were called by their names, and asked to change their computers, without providing any reasons/explanations. On protesting, even the lab was changed for the candidate.
  3. To add all this drama, some candidates were allowed to change their seats when they desired so.
  4. No checking for mobiles or accessory materials. Candidates kept everything with them.

At Delhi’s Ghaziabad centre:

  1. No seat allotment, anybody can sit anywhere, with anybody on the side.
  2. No checking for mobiles or accessory materials. Candidates kept everything with them.
  3. For some candidates, there was no arrangement to sit (i.e. lack of computers) even up to 10 AM.

These affairs are against principles of natural justice, and grossly unfair to meritoriuos candidates waiting since 6 years for UPSC vacancies. An examination of such a magnitude has been conducted in a worse manner than our school’s term-end examinations.

UPSC Homoeopathy 2014-Download e-Admit card & Demo test

e-ExamUnion Public Service Commission requested all the candidates of UPSC Homoeopathy Medical Officer Examinations 2014 to download the e-Admit Card from the UPSC website and published the detailed instruction to Computer based online examinations.

Immediately on downloading of the e-Admit Card, the candidate should check it very carefully and bring to  the notice of the Union Public Service Commission the discrepancies, if any, without loss of time. Special attention may be paid to the subject of the Test. Efforts will be made to upload the revised e-Admit Card(s) at the earliest in case of discrepancies. He/she must read carefully the Important Instructions mentioned on page No. 2 of e-Admit Card.

He/she must bring his/her e-Admit Card to the Examination Hall to secure Admission. In addition the candidates will have to bring a photo identity proof viz. Aadhar Card, Driving License, Passport, Voter I Card etc. The candidates who do not have clear photographs on the e-admit card will have to bring two passport size photographs for appearing in the Recruitment Test with an undertaking alongwith photo identity proof.

Scheme of the Test:

(a) The test will be of two hours duration and will carry a maximum of 100 marks.

(b) The test will be objective type questions with multiple choice answers.

(c) The medium of the Test will be English only.

(d) There will be penalty for wrong answers. Every wrong answer will carry a deduction of one-third of the marks assigned to that question. If no answer is marked for a question, there will be no penalty for that question.

Question once attempted, it would be final.  However, answer can be changed at any time during  the  Test  before  final  submission  including  unattempting  the  question  using  ‘deselect’ button.

Syllabus of the Test:
The syllabus of the question paper shall broadly cover: All the core areas normally included in the Bachelor’s Degree of Homoeopathy Medicine and Surgery programmes of Indian Universities.

  • The Common Entrance Test shall be of the standard of B.H.M.S. Examination and shall cover all the subjects of B.H.M.S. Course.

Application procedure
Prescribed application forms can be obtained from the Notified Centers (Annexure- against DD drawn on the Nationalized Bank in favor of AMHMCM payable at Mumbai Rs. 700/- (Rs. Seven Hundred Only) between 10 am to 4:30 pm.

Application forms will also be available from Association’s office by post with an additional DD of Rs. 200/- for postal charges.

The Application Form must be filled by the candidate in his/her own handwriting using black ballpoint pen. The application form complete in all respect shall be submitted directly to the office of AMHMCM, Mumbai either in person or by Post or Courier. The filled Application is to be duly returned along with DD in favor of AMHMCM payable at Mumbai for Rs.3,000/-(Rs. Three Thousand only.)

Application Form should be submitted by Post and must be accompanied by a self-Addressed and stamped envelope along with Receipt-cum-Identity Card (Annexure- C) acknowledgement.

Incomplete application forms will be rejected.

The official at the AMHMCM office/notified centers office while accepting the application form shall issue the Receipt-cum-Identity Card attesting the photograph of the candidate with signature and stamp.

Merit List

  • To be eligible for selection to 85% of the seats in PG Homoeopathy Courses a candidate  belonging to open category must secure not less than 50%  marks and a candidate  belonging to reserve category must secure not less than 40%  marks at APGH-CET-2012.
  • 15% of the seats (NRI) will be filled in by the management from candidates fulfilling the norms as laid down by the CCH.
  • TIE-BREAKER: In case of two or more candidates obtaining equal marks in the APGH-CET-2012, the inter-se merit of such candidates will be determined in the order of preference as under:
  • The Candidate with more aggregate marks (converted into percentage) at First, Second, Third & Fourth B.H.M.S. Examination taken together shall be preferred. If the tie still persists.
  • The candidate with more aggregate marks (converted into percentage) at Final B.H.M.S. Examination will be preferred. If the tie still persists.
  • The candidate with more aggregate marks (converted into percentage) at Third B.H.M.S. Examination will be preferred if the tie still persists.
  • The candidate with more aggregate marks (converted into percentage) at Second B.H.M.S. Examination will be preferred if the tie still persists.
  • If the tie persists, the older candidate will be preferred.
  • The statement of marks of the candidate indicating Merit Number, Name, Marks Scored, will be dispatched on the address filled in the application form by the Candidate

Of the twenty-seven posts, four post are reserved for Scheduled Castes Candidates, two posts are reserved for Scheduled Tribes Candidates, eight posts are reserved for Other Backward Classes Candidates and remaining thirteen posts are Unreserved.

Of the twenty-seven posts, one post is reserved for Physically Challenged Persons with disability viz. Orthopedically Handicapped/Locomotor Disability/Cerebral Palsy with One Leg Affected (Right or Left) (OL) or One Arm Affected (Right or Left) (OA). QUALIFICATIONS: ESSENTIAL: EDUCATIONAL: (i) Degree in Homoeopathy of recognised University/Statutory State Board/Council or equivalent recognised under the Homoeopathic Central Council Act, 1973 (59 of 1973). (ii) Enrolment on the Central Register of Homoeopathy or State Register of Homoeopathy.

Salary : Rs. 15,600-39,100 ( PB-3) plus Rs. 5,400 (Grade Pay) plus NPA as admissible. Total emoluments excluding T.A. and HRA at the time of initial appointment will be Rs. 34650/- p.m. approximately.

Age: Not exceeding 35 years as on normal closing date. Not exceeding 38 years for OBC candidates and not exceeding 40 years for SC/ST candidates on normal closing dates in respect of vacancies reserved for them. This is just an outline summary for understanding of TCAM (Traditional, Complementary & Alternative Medicine) Exam & Practice in U.A.E.

Definite Policies & Procedures have been put in place in order to regulate TCAM

Services by MOH-U.A.E. Each of TCAM specialties may differ from one another in terms of Course Content, Exams Eligibility Criteria, Education, Experience & Evaluation Procedure)

As an initiator of TCAM, MOH has formulated Guidelines, Procedures, Policies & Examination method for TCAM Practitioners as follows.

1. All Alternative Medicine Graduates/Practitioners such as Homeopathy, Naturopathy, Ayurveda, Siddha, Unani, Chinese Medicine , Acupuncture, Chiropractor, Osteopathy, & Alternative Medicine Technicians such as Chinese Massage Therapist/ Ayurveda Indian Massage Therapist, Ozone Therapy, Cupping(Hejama) Therapy are specialties of TCAM recognized by MOH, to be eligible to practice provided they fulfil all other criteria. Exams are conducted four times in an academic year.

2. A candidate should have Degree/Diploma not less than of 4 yrs from recognized University/institution & should have minimum 2 yrs of experience after Internship, valid registration/license in the country of practice along with attestation as mentioned. for TCAM Medicine Practitioners. & minimum of 1 year course duration for TCAM Therapist & minimum 1 year experience except for Cupping Therapy.

The experience should be continuous & a candidate should not be away from clinical practice for more than 1 year.

Online /Distance Learning/Correspondence Courses or Programs Offered by Open Universities or Unaccredited Universities are not approved and candidates having such courses are not eligible to take any kind of Licensing Examination by MOH.

Certificate Course in CPR/Basic Life Support Courses should be completed only by Ministry of Health/Dubai Health Authority/Health Authority Abu Dhabi/Dubai Police/Abu Dhabi Police.

3.A medical degree holder (MBBS. MD., MBchB,) willing to practice any mentioned MOH approved specialties should have minimum of 2 semester full time academic course duration, from recognized University in that particular field.

4.A written exam fully based on USMLE-MRCP pattern composed of Clinical Medicine, Internal Medicine is conducted for TCAM eligible candidate.& this is almost equivalent to any MBBS exams & only successful candidates are subjected for an Interview/Oral exam.

5.Any Medical degree holder(MBBS, MD.,MbchB) already licensed by Ministry of Health, Department of Health, Abu Dhabi Health Authority to practice Allopathic system of Medicine, working as General/Specialist Practitioner in U.A.E. willing to practice any MOH approved branch of TCAM, having undergone training in any of MOH approved specialty of TCAM for not less than 2 semester full time academic course duration along with other criteria then, also he/she is subjected for an interview & if they pass out that oral exam ,than an additional EVALUATION CERTIFICATE is issued to them along with existing Physician’s license.

6.Any Medical degree holder(MBBS, MD.,MbchB) NOT HOLDING Practice license by Ministry of Health, Department of Health, Abu Dhabi Health Authority to practice Allopathic system of Medicine, as General/Specialist Practitioner in U.A.E. ,willing to practice any MOH approved branch of TCAM, having undergone training in any of MOH approved specialty of TCAM for not less than 2 semester full time academic course duration then along with other criteria, he/she is subjected for BOTH-THOERY AS WELL AS ORAL-INTERVIEW EXAM.

7.After passing this exam a candidate will be given EVALUATION CERTIFICATE mentioning remarks such as e.g.

To Work in a Medical Center Only where one can be allowed to practice only where physicians of modern medicine are already present in that particular set up OR May Work Independently which allows them to have owns practice,& this Evaluation is a passing certificate but not the License & which in no way guaranties any jobs in Government Sector,& there does not exists any openings for TCAM Practitioners in MOH Controlled Hospitals & Primary Health Care Centers till now(at present), but TCAM is growing in private medical sector & TCAM Practitioners are being employed in private medical centers /Polyclinic & even in some private major Hospitals.

8.A candidate who has received Evaluation Certificate i.e.(PASSING) can work anywhere within U.A.E, after obtaining a LICENSE from regional Health Authorities such as HAAD-Health Authority Abu Dhabi for Abu Dhabi, DHA-Dubai Health Authority for Dubai region, BUT if you want to establish a practice in Northern Emirates like Sharjah, Ajman, Ummul Quwain, Ras al Khaimah, Fujairah then regional Ministry of Health Offices will be responsible bodies to issue you the license to practice in those particular areas.

Part A Pre and Para-Clinical subjects i.e. Anatomy, Physiology and Bio-chemistry, Pathology and Microbiology, Forensic Medicine and Toxicology. It shall contain 30 multiple choice questions of one mark each.

Part B Clinical Subjects i.e. General Medicine, Obstetrics & Gynaecology, Pediatrics, Dermatology, Venerology & Leprosy, Radio-Diagnosis, Community Medicine, Pulmonary Medicine, Psychiatry, General Surgery, Orthopaedics, Opthamology and Otorhinolaryngology. It shall contain 30 multiple choice questions of one mark each.

Part C Homoeopathic Materia Medica, Organon & Homoeopathic Philosophy, Repertory. It shall contain 60 multiple choice questions of one mark each.

Thus the maximum marks for Parts A, B & C shall be –

  • Part – A 30 marks.
  • Part – B 30 marks.
  • Part – C 60 marks.
  • Total – 120 marks.

The Duration shall be of two hours.

The candidates whose registration numbers are found in the list have to send by post and upload the certificates in support of their claims (viz Educational  Qualification, Date of Birth, Gender, Community etc…) made in their online application along with a copy of online application on or before 23-08-2013 without fail. The candidates who do not send and upload one/more of the  documents mentioned above are liable for rejection of his/her application. Any false claim made by the candidates will be viewed seriously and is liable for penal  action to be initiated by the Commission against them besides rejection of their  application.

In case of failure to upload the documents and/or in case any  rejection of applications, an additional provisional list of candidates to be admitted to the Oral Test will be published. Subsequently such candidates will be  admitted to Oral Test after verification of documents to be submitted within the  prescribed period.

The result of the Examination is purely provisional subject to the final  orders to be passed by the Hon’ble High Court of Judicature at Madras  relating to this recruitment and any other cases pending in the Hon’ble  High Court, Madras / Madurai Bench of Madras High Court.

QUALIFICATIONS:
ESSENTIAL: EDUCATIONAL: Post Graduate qualification in Homeopathy or Degree in Homeopathy with four years of professional experience.(The qualification shall be the one included in Second Schedule of Homeopathy Central Council Act, 1973) OR Post Graduate Medical Degree recognized by the Medical Council of India with four years professional experience out of which two years as Resident Medical Officer in a Hospital recognized by Medical Council of India/Central Council of Homeopathy.

Note: The teaching experience in the concerned subject of persons appointed as regular teaching staff in Homeopathic Colleges (prior to Notification of these amended regulations) fulfilling the prescribed requirements of Homeopathy (Minimum Standards of Education) Regulations, 1983 shall be counted for appointment of teaching staff as per Annexure ‘C’ to these regulations.

DUTIES: To undertake teaching, conduct practical and clinical which include preparation of the lessons, assessment and evaluation. To supervise the functioning and undertaking developing activities of the department. To conduct periodic examination, tutorials , organizing group discussions, seminars, symposia, quizzes etc. To perform patient care duties in OPD and IPD attached with the institution.

To carry out the administrative and research work of the institution. To assist Assistant Professor in the overall development of the department. The Principal/Directorate may assign any duty from time to time.

Qualification in UPSC notification !!

As per the recent notification for the post of Homeopathy lecturers – “PG in Homoeopathy preferably in the concerned subject (for homeopathy departments – for non homeopathy subjects PG in any specialty) or 4 years of professional experience out of which two years as RMO in an institute approved by CCH” – is the required qualification. So only service candidates may get the benefits.

But this is against CCH regulations 2013 – “Preference shall be given to those candidates who holds the experience of working as RMO”- only mentioned. So RMO experience is not compulsory for applying.

Interested candidates are requested to represent the Chairman of UPSC, Health Sec Delhi Govt. and Director of Homeopathy Delhi, at the earliest.

Similar incident happened in 2006 – UPSC invited application for lecturer posts in Materia medica,Repertory,Pharmacy and Organon to BR Sur College with the above RMO condition. Candidates represented properly, so that UPSC excluded that terms.

ii. They will have to undergo the course at their own cost.

iii. Their absence will not be treated as on duty during the period of study.

iv. They will not be granted any study leave during the period of study.

v. They will not be paid any stipend or salaries during the period of study

Non service candidates
i. They shall not be paid any stipend during the period of study.

ii. They shall undergo the course at their own cost.

iii. If they secure the same marks as any other candidate, they will be ranked last among candidates with the same marks irrespective of the provision

ENTRANCE EXAMINATION
Admission to the course will be made on merit, based on the marks obtained in the Entrance Examination to be conducted exclusively for the course added to post- BHMS experience marks that will be calculated as below:

For Written Entrance Examination : 90 marks

For post –BHMS Experience : 10 marks

Total 100 marks

One mark for each completed year after the completion of CRRI shall be Awarded as Experience mark for both service and non-service candidates to maximum of ten as on 31-3-2011 (e.g. If a candidate scores 50 marks in Entrance Examination and has Completed two years experience on 31-3-2013 after CRRI, the total aggregate Marks will be 50 + 2 = 52)

The Entrance Examination will primarily assess the knowledge and maturity of understanding of the candidate of all medical subjects- theory and clinical, taught at the undergraduate level (BHMS). The Entrance Examination will be at the Undergraduate level and will test Clinical knowledge covering all subjects taught

The questions will be of objective multiple choice type for which four answer options A, B, C, D will be offered.

Only one of the options will be the nearest and correct answer and this alone should be selected. The other three answers will be wrong. The correct answer has been verified by a team of Doctors by referring to relevant texts.

Each correct answer will be awarded one mark if a question is not answered, zero marks will be awarded. If more than one answer is indicated or any item is marked very faintly or illegibly as seen during the machine scan of answer sheets, the question will be deemed to have not been answered and zero marks will be awarded. It is reiterated that all questions carry equal marks.
