Finance Department of Kerala Govt Implemented of 7th UGC pay revision to the teachers of Government Homoeopathic Medical Colleges as on 9.8.2021 GOPNo.112/2021/FIN
Government have revised the pay and allowances of teachers having regular P.G.degree under Homoeopathy Medical Education in tune with UGC scheme
The date of effect of pay revision will be 01.01.2016. The date of effect of allowances will be 01.07.2019. Arrears of pay w.e.f 01.01.2016 to 31.12.2020 will be credited to the individual GPF account of employees in four installments each at 25% on 01.04.2023, 01.10.2023, 01.04.2024 and 01.10.2024 .
The career advancement scheme will be granted based on the (Academic performance Indicator) API scores. Non P.G teachers will be granted UGC pay scales only on acquiring P.G degree in the concerned discipline. After acquiring P.G.degree they will not be permitted to continue in State scale of pay. They will be placed in the suitable pay levels.
Pay fixation method
The pay in the revised pay structure shall be fixed in the following manner :-
The pay in the applicable Level in the pay matrix shall be the pay obtained by multiplying the existing basic pay (pay in the pay band +AGP) as on 31s t December 2015 by a factor of 2.57, rounded off to the nearest rupee and the figure so arrived at will be located in that Level in the Pay Matrix and if such an identical figure corresponds to any cell in the Applicable Level in the pay matrix, the same shall be the pay, and if no such Cell is available in the applicable Level, the pay shall be fixed at the immediate next higher Cell in that applicable Level of the pay matrix.
Career Advancement Scheme
The career advancement scheme for teachers in Homoeopathic Medical Colleges with regular approved P.G Degree will be as per the norms of UGC and following 5+5+3 rule and the minimum academic eligibility requirements as per the regulations of the Central Council of Homoeopathy, with modifications, if any, as approved by the Government of Kerala from time to time. For career advancement promotion, Academic Performance Requirements other than minimum qualifications will be mandatory. However such Academic Performance Requirements wherever mentioned need not be insisted for granting Academic Grade Pay / Career Advancement in all the cadres of placement which became due till 31.05.2018. Thereafter API scores will be binding for career advancement and relaxation in this regard will not be allowed under any circumstances.
Stepping up of pay of senior
In cases where a senior Government employee promoted to a higher post before 01.01.2016, other than a career advancement, draws less pay in the revised scale than his junior promoted to this higher post after 01.01.2016, the pay of the Senior employee shall be stepped up to the level of the pay of the junior with effect from the date on which the junior draws more pay.
All appointments and promotions made on or after 01.01.2016 shall be deemed to have been made in the revised pay structure.
